Shortening the War with Sanctions – What Can Western Sanctions Achieve?

Restricting Russia’s ability to wage war is a central goal of Western sanctions policy. Despite these sanctions, dual-use specialist goods from Germany continue to reach the Russian arms industry. The oil price cap has also failed to deprive Russia’s war machine of its financial base. Where do sanction instruments need to be adjusted to become more effective? How can sanction evasion be better prevented? What role does civil society play?

For the Kyiv Dialogue platform, three panel discussions with international experts were organised, providing the necessary background knowledge for moderating this complex issue. In cooperation with the Kyiv School of Economics (KSE), all available data on Russian oil exports was compiled with regard to potential sanctions arising from the oil price cap. To gain a better understanding of how targeted sanction implementation could reduce Russia’s main source of state revenue, KSE models were also used to calculate possible reductions in the resources available to the Russian war industry.
