OSINT reports from the early months of the 2022 Ukraine war made it clear that the Ukrainian army would quickly lose the war if the depleted ammunition reserves from Soviet stockpiles were not rapidly compensated by Western calibres and deliveries. The unclear data situation surrounding ammunition deliveries to Ukraine led to a comprehensive analysis of global production capabilities for the crucial 155mm artillery ammunition.

This analysis was not only about gaining an overview of existing production facilities and corporate structures. A much greater challenge was gathering up-to-date data on actual production capacities and the scaling-up scenarios that were being developed. Evaluating American sources and around 200 specialist articles from European platforms made it possible to piece together the puzzle of different production capacities into a clear parameter, representing both US and European annual production capacities for 2023, 2024, and, in projection, 2025. Accordingly, there was significant media interest in understanding why the figures from the EU administration did not match the promises made to the Ukrainian government in the winter and spring of 2024.
